Die Saison 23 begann am 23.05.2009 und endete am 24.08.2009 mit dem Saisonübergang zu Saison 24. Der erste Liga-TAT wurde am 13.06.2009 ausgespielt.

Neuerungen
Amateurabteilung
Ab dieser Saison dürfen auch Zweitligisten Amateure gründen. Im Rahmen dieser Änderung werden die Voraussetzungen zur Anmeldung und Gründung von Amateuren wie folgt geändert (gilt sowohl für Erst- als auch für Zweitligisten):
1.) Ein Manager muß zum Zeitpunkt der Anmeldung von Amateuren (in der Regel in der Hinrunde einer Saison) bereits mindestens eine komplette Saison (TAT 1 bis 11) bei seinem Verein tätig gewesen sein.
2.) Zum Zeitpunkt der Anmeldung müssen mindestens 10 Mio. EUR auf dem Konto zur Verfügung stehen, von denen 5 Mio. bis zur Gründung der Amateure (zu Beginn der neuen Saison) eingefroren werden.
3.) Der Manager erhält mit der Anmeldung der Amateure sofort eine Wechselsperre bis zum Ende der Folgesaison, d.h. er muß seine Amateure mindestens eine Saison lang betreuen.
Ereignisse
BMO-Lizenznehmer
Als Nachfolger von Hiro erklärte sich GiggyZeroCool bereit, als Lizenznehmer des BMO auftreten.
BMO-Administratoren
Im Zusammenhang mit dem Wechsel beim Lizenznehmer wurde auch die oberste Entscheidungsebene umstrukturiert. Die Admins sind ab dieser Saison:
- GiggyZeroCool (DB Zugriffsrechte, sowie Lizenzinhaber)
- Monolithus (OLL, keine DB Zugriffsrechte)
- Devil1974 (keine DB Zugriffsrechte)
- D-Lehm (DB Zugriffsrechte)
- Inkoeln (DB Zugriffsrechte)
- The Tom (Arbeitsgruppe, DB Zugriffsrechte)
Hiro, Tobias.o und Victorolosaurus sind als Admins ausgeschieden.
Kurz vor Saisonende legte Devil1974 in Absprache mit GiggyZeroCool alle offiziellen Ämter nieder. Er ist somit nicht mehr LL von Italien und auch kein BMO-Administrator mehr.
Richter
Basti ist als Richter zurückgetreten. Das neue Richtergremium besteht nun aus Corbeau, Hardkore und Xitzi.
Forum
Das Forum wurde auf einen neuen Server umgezogen. Die neue URL lautet: www.bulimaoforum.de. Die bisherige Adresse www.forum.bulimao.info wird automatisch auf die neue URL umgeleitet.
Neumanagerbetreuung
Um mehr neu angemeldete Manager fest zu binden und sie grade in den ersten Tagen ohne Verein im Spiel zu halten haben die Admins die Neumanagerbetreuung (NMB) reaktiviert. Die NMB, namentlich die Manager Freijnhard und Speedrocker, kümmern sich um die frisch registrierten Manager und begleiten sie auf dem Weg zu ihrem Stammverein. Sie arbeiten dabei Hand in Hand mit den Ligenleitern und Admins.
Liga Japan
Aufgrund der erfreulichen Situation, dass wir wieder mehr Neu-Managerbewerbungen haben, als freie Vereine in unseren im Spielbetrieb befindlichen Ligen frei sind, wurde die Liga "Japan" wieder eröffnet. Bei der Liga "Japan" handelt lediglich um eine sog. „Übergangsliga“. Dies bedeutet, sobald ein Verein in einer der "Stammligen" frei wird, wird dieser entsprechend an eine/n Neumanagerin/Neumanager vergeben.
Die Ligenleitung übernahm Bravo.
